About this resource

Every tool a coach, coordinator or classroom teacher needs to see whether Tier 1 core instruction is actually happening, in one fillable PDF: a full walkthrough checklist, a five-minute quick version, a self-checklist the teacher can complete alone, a timed tally for active supervision, praise and opportunities to respond, a room-by-room engagement scan, a weekly log, a baseline-to-current comparison, a data summary, a coaching page, a notes page, and a phrase bank — plus a binder cover and divider tabs so the whole thing drops into an existing coaching binder.

It is a fillable PDF. Open it in a PDF reader, click a line, a box or a cell, type, press Tab to move on, and Save As per classroom or per cycle. It works offline with no account or subscription. It is NOT a Google Sheets file, a Google Doc, or an Excel workbook, and it does not calculate a fidelity percent or an engagement rate for you.

It is not an evaluation of the teacher, not a tool that scores a person, and not a statement of what should trigger a Tier 2 referral. Every checklist row records whether a practice was observed, never a judgment of the adult teaching the class; every count is a headcount or a tally, never a finding about a student. Where the file touches a decision — what counts as a pattern worth a meeting, what should happen after a comparison — it prints a blank line for your team's own criteria, not a rule of its own.

MTSS coordinators and instructional coaches running a walkthrough cycle, building or district administrators doing informal observations, and general education teachers who want a self-checklist before (or instead of) a formal visit.
